What this sector is for
This is the sector that frames all the others. Where SWEEF works in fisheries, agriculture or enterprise, the question underneath is always the same: does the woman doing the work control what it earns?
Access without control is not empowerment. A woman who uses an asset she does not own cannot pledge it, sell it or build on it. A woman who earns income she does not decide over has taken on more work without more power.
