A phased approach to reaching Somalia
SWEEF will operate progressively across Somalia, adapting its interventions to local economic, environmental, social, livelihood and institutional contexts. Expansion is deliberately phased so that quality, accountability and institutional capacity keep pace with geographic reach.

The Federal Republic of Somalia
SWEEF works across urban, peri-urban, rural, agricultural, pastoral and coastal communities. Somalia’s coastline is among the longest in Africa, and the Foundation’s sector mix — fisheries alongside agriculture and livestock — reflects that geography directly.
SWEEF does not yet publish a list of operational locations. Priority locations will be confirmed as programs are funded and partnerships are established. The Foundation will not name a district it does not yet work in.

Phase I
Establishment and demonstration
SWEEF establishes operations and demonstrates effective, evidence-based models in selected priority locations spanning urban, peri-urban, rural, agricultural, pastoral and coastal communities.
The emphasis is on proving what works, building systems, and generating credible evidence, not on breadth of coverage.
Phase II
Expansion and scale
Models that demonstrate results are expanded to additional locations across Somalia through partnerships, resource mobilization, institutional strengthening and structured learning.
Each expansion is adapted to its new context rather than replicated unchanged.

Making these explicit is deliberate. It allows partners and communities to see why the Foundation is present in one location and not yet in another.
Community need
Severity of economic exclusion, and the absence of alternative service providers.
Economic opportunity
Presence of viable value chains, markets and demand that women’s enterprises can reach.
Funding availability
Resources secured, and appropriate to the scale and duration of the intervention.
Partnership opportunity
Presence of credible local partners, institutions and private-sector actors.
Institutional capacity
SWEEF’s own ability to deliver, monitor and account for quality in that location.
Security and access
Operational feasibility, and the safety of participants, staff and partners.
Evidence of impact
Demonstrated results from comparable interventions and models.
Sustainability & scalability
Potential for the model to continue, and to be replicated at greater scale.
Geographic principle
SWEEF prioritises areas where women face the most significant barriers to finance, markets, productive assets, skills, employment, technology and economic participation, and where the Foundation can operate safely, accountably, and to a standard it can sustain.
